The Every Day Counts (EDC) program is an initiative conceived by the Federal Highway Administration
(FHWA) designed to identify and deploy the latest technologic innovation aimed at shortening project
delivery, enhancing the safety of our roadways, and protecting the environment.
The Puerto Rico LTAP Director was inquired by FHWA, Puerto Rico Division to prepare and submit a proposal,
through PRHTA, outlining an implementation plan for the rapid deployment of proven solutions and technologies
identified as part of the national EDC program. The role of Puerto Rico LTAP is to serve as a member of the EDC
Puerto Rico team, supporting the preparation of the implementation plan, and serving as the primary coordinator/technical
oversight of the required EDC training program to implement nine (9) EDC strategies in Puerto Rico as well as being the
primary coordinator of the three (3) EDC strategies for the USVI DPW.

Every Day Counts Exchange
Every Day Counts Exchange is a new outreach and training communication tool designed to connect transportation officials
with each other, the Federal Highway Administration, the Department of Transportation and other stakeholders involved
in the EDC initiatives.
EDC-Exchange are a regularly scheduled series of “dynamic webinars”, that will provide a face to face learning sessions
and will describe effective project development and delivery practices, tools and “market ready” technologies that transportation
agencies may use or implement in their programs or projects.
