The Entrepreneurial Training and
Technical Assistance Program (ETTAP) is administered by
the Office of Small and Disadvantaged Business
Utilization. The program, through partnership agreements
with Minority Educational Institutions (MEIs) including
Historically Black Colleges and Universities and Hispanic
Serving Institutions, combines the efforts of MEIs,
government, and the private sector to focus on providing
transportation-related assistance and procurement
information to small, women owned and disadvantaged
business. Further the program also provides training and
development to students in transportation-related fields
through the use of internships and fostering
interdisciplinary opportunities for students in the field
of transportation. ETTAP focuses on the following three
transportation related areas:
(1) Training and technical assistance
on the use of and access to electronic commerce and the
internet.
(2) Transportation-related student
internships.
(3) Information dissemination and
outreach activities regarding the Presidential Welfare to
Work Initiative to hire individuals off the welfare rolls
and to support the U.S. Department of Transportation
Garrett A. Morgan Technology and Transportation Future
Programs.
Through this agreement, the parties
plan to:

Elevate the skills and
understanding of technical issues, and research skills
of students, including students with disabilities.

Promote and otherwise encourage the
participation of students with disabilities in
transportation related contracts.

Foster interdisciplinary
opportunities for college students in the field of
transportation.
